Dakota County Community Development Agency (CDA)
Dakota County CDA is a local government agency whose mission is to improve the lives of Dakota County residents through affordable housing and community development. The CDA administers over 30 different programs and is one of the largest housing and community development program providers in the state.
Home Matters Residential Rehab Program
Sponsored by the Northfield Housing & Redevelopment Authority (HRA) and Dakota County Community Development Agency (CDA), the Home Matters Program will provide up to $10,000 in assistance to income qualified homeowners for certain home repairs.

Rice County Habitat for Humanity
Rice County Habitat for Humanity was founded in 1991 and has built several homes in Northfield. The HRA has assisted Habitat by providing free or reduced lots and permits. Now, the partnership has expanded to include rehab opportunities for income qualified homeowners.

The primary purpose of the Rice County HRA is to administer the Section 8 Housing Choice Voucher (HCV) Program. In addition to Section 8, the Housing Office offers other programs geared towards home ownership and improving housing opportunities in Rice County.

Three Rivers Community Action
Three Rivers Community Action, Inc. assists communities, families and individuals with a wide array of housing development activities, including building, preserving and owning rental housing, assisting people with homeownership needs and providing homeowners with resources for improving their homes. They have partnered with the Northfield HRA to build mixed income housing developments, assist homeowners with home improvements, rehab foreclosed homes for sale to income-qualified households, and build new rental units for larger households.

This booklet contains housing options for older people in southeastern Minnesota. Although we make every effort to be comprehensive, and as data is compiled from several sources, errors are possible. SEMAAA would appreciate notifications of any errors, additions or corrections to these listings. We do not keep a list of private; market rate housing as that is constantly changing.

If any of these questions have crossed your mind, the staff of the Senior LinkAge Line can help. There are a variety of housing options that are available depending on your preferences. Some options exist for people who have lower income levels, this is referred to as subsidized housing. Descriptions of Housing Options:
Some of the housing options include:
Adult Foster Care which is a home like setting. These offer food, lodging, supervision and some other services. Rooms might be private or shared. Common areas like living rooms and kitchens are shared space.
Assisted Living are sometimes referred to as Housing with Services in Minnesota. They include housing and other supportive services, such as meals, laundry, housekeeping, transportation, etc. Services can vary widely from location to location.
Board and Lodging some are small homes, others are large buildings. Each offers sleeping spaces and 3 meals a day. Meals are served in a shared location. Some may offer services as well.
Market Rate these are rentals and known as apartments. Some may offer a range of services and may include health related services.
Cooperative or Condominium if you move into this type of housing you have ownership and are also responsible for the upkeep. You are charged monthly fees for the management of the building which goes toward the upkeep of the building exterior and common spaces.
Subsidized or Affordable Housing are housing options for those who are low-income. In this type of setting there may be a variety of services that can be brought in. Rent and utilities are reduced and based on your household income.
